Expansion of Sports Betting in Washington, DC Faces Setbacks and Opportunities

Washington, DC’s sports betting scene has been poised for significant changes with the planned expansions of BetMGM and Caesars Sportsbook. However, crucial delays have hampered their progress, leaving FanDuel as the sole provider for sports enthusiasts, at least for the time being.

BetMGM and Caesars Sportsbook had laid out their ambitious plans to broaden their operations in the nation's capital beginning Monday, 15 July. These plans included a much-anticipated celebration by BetMGM at Nationals Park. Unfortunately, the delayed signing of a necessary budget bill by Mayor Muriel Bowser threw a wrench into these plans, leading to the cancellation of the BetMGM event.

Meanwhile, FanDuel's strategic partnership with the DC Lottery has ensured its stronghold as the exclusive sports betting option available in DC. This partnership has already shown impressive results, as evidenced by the substantial surge in revenue. FanDuel attributed its market access to a collaboration with Audi Field, which allows it to pay a favorable 20% tax rate.

The DC Council's approval of the FY 2025 budget on 25 June marked a significant milestone. Yet, the timing of the budget, slated to take effect on 15 July, intersected with Intralot’s contract expiration. The Greek lottery vendor and creator of the GamBetDC platform has seen both its share of criticisms and failures. Plagued by limited betting markets and technical issues, GamBetDC had consistently fallen short of revenue expectations. The final nail in the coffin was its drastically underwhelming earnings of just $711,282 in May 2023, a stark contrast to FanDuel’s impressive $4.9 million revenue in the same month.

The landscape shift was further accelerated by the DC Lottery's decision to end its troubled relationship with Intralot, ushering in an era dominated by FanDuel. The dramatic 450% increase in betting handle during FanDuel’s initial operation month compared to the same period under GamBetDC underscores the seismic change brought about by this new partnership.

With the introduction of the new law, operators now have a wider latitude to forge partnerships not just with venues but also with franchises. This regulatory evolution has paved the way for the introduction of Type C licenses. These licenses, valid for five years, come with a steep price tag of $2 million and an annual renewal fee of $1 million. Additionally, these Type C licensees will be subject to a 30% tax rate. On the other hand, BetMGM and Caesars Sportsbook, holding Class A licenses, operate under a model that permits digital platform offerings within a two-block exclusion zone around their respective venues, Nationals Park and Capital One Arena.

Caesars Sportsbook’s foray into DC’s sports betting market started with their partnership with Capital One Arena, launching a sportsbook in July 2020. BetMGM followed suit, setting up operations at Nationals Park in June 2021. FanDuel entered this competitive space more recently, with the launch of its retail presence at Audi Field in July 2022.

Despite these developments, the sports betting landscape in Washington, DC remains in a state of flux, hinging on Mayor Bowser's approval of the finalized budget bill. The delay underscores the complex interplay between government processes and commercial enterprises, highlighting the challenges faced by private entities in navigating legislative landscapes. Until the budget bill receives the mayor's signature, the full impact of these changes on the city's sports betting ecosystem remains in suspense. As it stands, FanDuel’s dominance continues unchallenged, sustaining a vibrant betting environment for the city’s sports aficionados.
